Where the hell is Velerad?

I have finished some ghoul contracts and co. (lol) but seems that Velerad is never where he is supposed to be,at Watch Tower,also i cannot find distressed medic,wth are they?

Velerad isn't available until the main quest reaches a certain point, so if you can't make contact, just stash the contract items and wait until later. I can't remember exactly when he appears, but it's definitely not until after the Reception.

The Distressed Medic is outside the hospital, between around noon and 1pm.
