steam running buildbot on every start

title says it really, happening to anyone else?

Yeah, I'm having the same problem. It starts the "first time setup," begins to install the Microsoft redistributable, and then launches the game without installing anything.

Same happens to me with AE, I guess it's capcom problem

^ That's weird. I haven't had that issue at all with SSFIV:AE.

Yes, easy to solve though.

Go to your control panel and uninstall 'Microsoft Visual C++ 2010 x86 Redistributable - 10.0.40219'. If the version number is a bit lower, still remove it. You don't need to remove the 64bit version if it's installed.

Next, run up the game and it will install C++ successfully. It will not try to do this again now.

You will want to download Microsoft Visual C++ 2010 x86 Redistributable SP1 from Microsoft because the one installed by this game is not the latest. If you have 64bit Windows then you can also download the 64bit version of SP1 if your installed 64bit version is older. Install SP1 and you get to version 10.0.40219. Run Windows Update to download the latest security update and you're set.

Alternatively you can try navigating to the street fighter folder with your steamapps/common folder (this is normally located at C:\Program Files (x86)\Steam\Steamapps\Common or C:\Program Files \Steam\Steamapps\Common) and delete any files ending in .vdf (ie installscript.vdf, admin.vdf, 47352561.vdf). When you next try to run the game it should just start.

Is this safe and will not cause any unpredictable future issues?

On that tip, I changed installscript.vdf to installscript.vdf.old
The others weren't necessary. The file's still kicking around and the message doesn't appear anymore.
It'll be safe. Worst case: you remove the ".old"
