That's because you keep turning off Steam. Steam is meant to stay on 24/7 to get the most out of it's auto updating function. Though people with low internet bandwidth caps may have a legit reason for turning off steam in order to budget their bandwidth, all they are doing is delaying the inevitable but for a better time for them.

You need to realize that Steam and your games will update when you start it back up. If you don't leave it up and running so it can auto-update in the background, you are going to get hit with every update that has occurred since last you started up Steam. This update must be done before you can do anything else.

Unless I've been using offline mode or like when my rig was broken and down 2 months, I have never had to wait on updates before I could play my Steam games.

PS: I realize you may be in a situation where you can't leave Steam running. Some people are but if you turn it off this is what you may have to put up with everytime you restart your Steam client depending on how often you play your Steam games.

Do you start Steam every day? If I have Steam closed for severral days there may be updates I missed. Other times I have Steam open for weeks at a time. Once in a while I will get a popup asking to restart Steam due to an update.

(I never shut down my PC's)

the update dialog is just what you see if steam is slow to connect , does not mean there is an update it is just a start screen.

take steam out of your windows startup and wait untill your PC is done starting up.

What are you all on about..?

Updates my games..? Uh no, I've tried quitting it and starting it about 5 times in a row and it updates every single time.

It is downloading the Steam client all over again.

And no, it's not if it's "slow to connect". It is updating the client every single time.

I know this because it will download exactly 33MB (the size of a steam client update) every single time I start Steam. Even if I do this 4 times in 1 hour.
