REALLY slow download rate.

are the steam servers overloading? or what since im getting about 4.3kb/s i was getting around 290 kb/s before. does anyone know whats going on?

Yep same here, been trying to download the THQ pack for a while now, download speed is usually 1mb/s but it's been going at less than 60kb/s most of the time. Really really friggen annoying.

I am also getting slow download rates. I just reinstalled Steam and I am only getting 15KB a sec. I normally get 1.0 MB per second. I even tried changing locations and that didn't help.

I notice my downloads seem to freeze too. I have had to restart Steam a couple times today already.

Well, this is the usual downside of the summer and winter sale events.
You can try servers, which are located somewhere, where it's 4am or sth, but your best bet is to just postpone bigger downloads until the sale is over.

I learned a long time ago to always have a backup plan no matter what. Even if you don't think you will ever need it.

That is why I use the legal third party steam servers to get my maximum 2.1 MB/sec download speed. Have fun!

Try picking another server, if it's a game that's censored in some country, pick that country. I picked a German server to download L4D2 and it went up to 1MB/s.

It's been a known issue for a while now, though i'm not sure if Valve has made any official post about it.
