You will need to submit a support ticket for billing issues. No one here can help you with this issue. Here is the link for support:

I'm having the same issue. I tried to make a purchase a few hours ago, but I got the same error, followed by an email saying my card was declined. There is more than enough in my account for the transaction, and I triple checked that all my info was entered correctly. I tried again minutes ago and am getting the same error. I submitted a ticket to support, so when I hear back I'll post again with what they said.

It happened to me once, probably due to a timeout or something, because when I tried the transaction later it went through. Bear in mind that during "Blowout" sales like the ones that are taking place now, traffic through the secure payment servers are high, and errors related to congestion will occur.

Same thing here. Submited a tocket, Steam asked me my name and billing adress. Really don't know what that has to do with anything, but, oh well. I just want to get this resolved, I've missed two days of awesome games already.
